SP: Monitoring is available again

As one of the last building blocks after the fire last March, monitoring is available again for end users.

• Existing monitoring packages were automatically reactivated.
• Chargeable existing packages will not be charged again until 01.06.2022.
• New orders are processed by the system starting tomorrow.
